關(guān)于公開征集第四批深圳市海外知識產(chǎn)權(quán)維權(quán)援助專家?guī)鞂＜业耐ㄖ?/h1>
各有關(guān)單位、個人：
為提升深圳企業(yè)海外知識產(chǎn)權(quán)糾紛應(yīng)對能力，充分發(fā)揮專家“智囊”作用，為深圳海外知識產(chǎn)權(quán)保護保駕護航，中國（深圳）知識產(chǎn)權(quán)保護中心（以下簡稱“深圳保護中心”）決定開展第四批深圳市海外知識產(chǎn)權(quán)維權(quán)援助專家?guī)煺骷u選工作。入選專家?guī)斓膶＜?，將受邀參與深圳保護中心各項知識產(chǎn)權(quán)項目的建設(shè)工作。現(xiàn)將有關(guān)事項通知如下：
一、申報條件
申報人應(yīng)為在行政機關(guān)、司法部門、高等院校、科研機構(gòu)、企事業(yè)單位、社團組織、知識產(chǎn)權(quán)服務(wù)機構(gòu)等單位中從事知識產(chǎn)權(quán)保護、技術(shù)研發(fā)、法律、經(jīng)濟等方面相關(guān)工作，愿意參與海外知識產(chǎn)權(quán)維權(quán)援助等工作，在知識產(chǎn)權(quán)或相關(guān)領(lǐng)域具有一定影響力的專業(yè)人員。做出突出貢獻，并得到所在單位認(rèn)可和支持的專家優(yōu)先考慮。
申報指導(dǎo)專家應(yīng)當(dāng)具備以下條件：
（一）遵守國家有關(guān)法律、法規(guī)、規(guī)章和政策，具有嚴(yán)謹(jǐn)?shù)目茖W(xué)素養(yǎng)、職業(yè)道德和高度的責(zé)任心，作風(fēng)正派、治學(xué)嚴(yán)謹(jǐn)，能夠客觀、公正地履行職責(zé)；
（二）在本專業(yè)領(lǐng)域工作累計5年以上，具有較強理論水平和豐富實踐經(jīng)驗，熟悉國內(nèi)外知識產(chǎn)權(quán)制度規(guī)則，具有較為豐富的海外知識產(chǎn)權(quán)布局保護、糾紛應(yīng)對、貿(mào)易調(diào)查等相關(guān)理論或?qū)崉?wù)經(jīng)驗；
?。ㄈ┥眢w健康，年齡在65周歲以下（以本通知印發(fā)之日計算），能夠勝任海外知識產(chǎn)權(quán)的相關(guān)工作，對個別身體狀況良好、專業(yè)水平和社會名望較高的專家學(xué)者，可根據(jù)實際需要適當(dāng)放寬；
（四）能夠接受委托，積極參與研討咨詢、分析評議、培訓(xùn)授課等工作，所在單位可以為專家參與上述工作提供必要支持。
二、申報事宜
本次征集采取單位推薦、組織推薦、個人自薦的方式。深圳保護中心將對申報主體的資格條件進行審核公示、動態(tài)管理。

1.有意愿加入專家?guī)斓娜藛T，請?zhí)顚憽渡钲谑泻Ｍ庵R產(chǎn)權(quán)維權(quán)援助專家信息表》，經(jīng)所在工作單位核實蓋章。
2.其他材料：
?。?）身份證、學(xué)歷和學(xué)位證書復(fù)印件；
?。?）專業(yè)技術(shù)職稱或者職業(yè)資格證書復(fù)印件等證明材料；
（3）科研成果、專利證書、發(fā)表論文等學(xué)術(shù)水平證明材料。
?。?）其他有關(guān)材料。

本次申報自通知之日起，之后長期接受申請。
?。ㄈ┥陥蠓绞?/span>
申報主體將申請表（附件1）加蓋單位公章后轉(zhuǎn)換成PDF格式，連同信息表（附件2）和其他證明材料的電子版，發(fā)送至郵箱hwwq@mail.amr.sz.gov.cn，同時提交WORD格式申請表一份。郵件需注明“海外知識產(chǎn)權(quán)專家--所在單位--姓名”。
請參與專家推薦的單位、組織對推薦人員的申報材料進行核實、篩選及匯總。個人自薦的，應(yīng)承諾申請人員申報材料的真實性。請上傳蓋章的PDF版本等申報材料作為附件。
三、征集程序
（一）提出申請。申報主體按照要求填寫申請表，并附上相關(guān)證明材料，向深圳保護中心提出申請。
（二）專家評審。深圳保護中心組織相關(guān)專家對申報主體的申請材料進行評審，符合要求的專家將具備入庫資格。
?。ㄈ┥鐣尽?/strong>評審?fù)ㄟ^的申報主體將在深圳保護中心官網(wǎng)公示七天。公示期間，任何單位或個人有異議的，都可以以書面署名的形式反饋至深圳保護中心。深圳保護中心將根據(jù)異議情況進行調(diào)查和處理。
（四）公布結(jié)果。經(jīng)社會公示沒有異議的，深圳保護中心將在官網(wǎng)上公布最終入選的名單。
四、工作職責(zé)
圍繞深圳市海外知識產(chǎn)權(quán)事業(yè)發(fā)展需要和創(chuàng)新主體的需求，根據(jù)深圳市海外知識產(chǎn)權(quán)工作實際，海外知識產(chǎn)權(quán)專家主要工作職責(zé)如下：
（一）參與知識產(chǎn)權(quán)維權(quán)援助，為海外知識產(chǎn)權(quán)糾紛應(yīng)對、國際交流與合作等提出工作建議、方案；
（二）參與知識產(chǎn)權(quán)調(diào)查研究，為重大研發(fā)、經(jīng)貿(mào)、投資和技術(shù)轉(zhuǎn)移活動提供海外知識產(chǎn)權(quán)咨詢論證和智力服務(wù)；
?。ㄈ┭芯恐卮?、疑難知識產(chǎn)權(quán)案件，參與知識產(chǎn)權(quán)侵權(quán)判定、仲裁調(diào)解等工作，為海外知識產(chǎn)權(quán)糾紛解決提出技術(shù)或者法律咨詢意見；
（四）參與知識產(chǎn)權(quán)宣傳培訓(xùn)，為海外知識產(chǎn)權(quán)宣傳普及、教育培訓(xùn)提供人才支撐和必要支持；
?。ㄎ澹橹行暮Ｍ庵R產(chǎn)權(quán)檢索分析、項目開展、運營導(dǎo)航等工作提出意見及建議；
?。┢渌c海外知識產(chǎn)權(quán)相關(guān)的工作。
專家應(yīng)當(dāng)根據(jù)專家?guī)旃芾韱挝坏墓ぷ靼才盘峁┓?wù)，如無正當(dāng)理由多次拒絕提供智力服務(wù)或服務(wù)質(zhì)量難以達(dá)到工作要求，深圳保護中心可以解除聘任。專家也可以自愿退出專家?guī)臁?/span>

Notice of the China (Shenzhen) Intellectual Property Protection Center on the 4th Group of Advisory Experts Engagement
For providing better guidance and services to Shenzhen enterprises regarding overseas intellectual property (IP) dispute settlement, and enhancing Shenzhen enterprises’ ability to deal with IP dispute, the China (Shenzhen) Intellectual Property Protection Center (hereinafter referred to as “CIPPC”) has decided to engage a number of Shenzhen Advisory Experts for Overseas Intellectual Property Dispute Settlement (hereinafter referred to as “Advisory Experts”). The Advisory Experts will be invited to participate in the development of various intellectual property related projects in CIPPC. Relevant details are as follows:
I. Eligibility for Qualification
Applicants must have extensive practical experience in the field of intellectual property. Applicants should be willing to participate in overseas intellectual property dispute settlement. Applicants with outstanding achievements，who have a reference letter from his or her employing unit are preferred.
The applicants shall meet the following requirements:
1. Abide by laws, regulations, rules and policies of the State, have a strong sense of responsibility and work ethics, and be able to perform duties objectively and impartially.
2. At least 5 years of experience in the field of intellectual property；be familiar with domestic and overseas IP systems, and have professional knowledge and skills in overseas IPR strategy, IP dispute settlement, trade investigation, etc.
3. Healthy and under the age of 65 (calculated from the date of issuance of this Notice)，and competent for overseas intellectual property related work. Age relaxation will be granted to outstanding applicants based on their health status.
4. Be able to participate in consultation service, analysis and evaluation, training programs, etc., and the employing units are willing to provide support for the advisory experts to perform the above work.
II. Application Procedure
Applicants can apply to be an Advisory Expert via recommendations by employing units and organizations, and self-recommendation. CIPPC will manage the examination process publicly and dynamically.
1. Application Documents
1) Applicants shall fill in the ‘Shenzhen Advisory Experts for Overseas Intellectual Property Dispute Settlement Information Sheet’ and affix the official seal or signature of the employing unit.
2) Other documents:
a. Certified copies of ID Card, diploma and degree certificate;
b. Copies of relevant certificates of professional qualification;
c. Achievements in scientific research, patent registration, published papers and other proof of academic achievement;
d. Other relevant documents.
2. Application Date
Applications are accepted on a continuous basis.
3. Submission methods
Applicants shall submit the application form (Attachment 1) in both DOC and PDF format with the official seal or signature of the employing unit, the electronic copies of information sheet (Attachment 2) and other relevant materials, and send these documents to hwwq@mail.amr.sz.gov.cn. Please write the subject of the e-mail as ‘Advisory Experts- Employing Unit- Applicant Name’.
In the case of employing unit recommendation, the employing unit shall screen and verify the application materials in the first place. In the case of self-recommendation, the applicants shall declare the authenticity of the application materials. Please submit all application documents as attachments.
III. Appraisal Process
1. File an Application: The applicants shall fill in the application forms and submit to CIPPC as required.
2. Evaluate the Application: CIPPC will assign experts to review the application documents and select Advisory Experts.
3. Public Notice: The list of qualified applicants will be published on the official website of CIPPC for seven days. Units and individuals have rights to file written objections to the list. The objections then will be reviewed by CIPPC.
4. Announcement of Results: CIPPC will publish the list of The 3rd Group of Advisory Experts on its official website when objections are settled.
IV. Job Responsibilities
Based on the practical needs of Shenzhen enterprises and IP development, the Advisory Experts shall perform duties and responsibilities include:
1. Participating in overseas IPR protection service，providing guidance and consultation for overseas IP dispute settlement, and international cooperation, etc.;
2. Participating in IP investigation and research, providing guidance and service for major R&D, economy and trade, investment, and technology transfer activities;
3. Studying major cases, participating in IPR infringement determination and arbitration, and providing technical or legal advice for overseas IP disputes settlement.
4. Participating in IP training programs and providing necessary support.
5. Providing opinions and suggestions for IP retrieval and analysis, project development, and other related work in CIPPC.
6. Other work related to overseas intellectual property rights.
The Advisory Experts shall comply with the CIPPC work regulations. CIPPC may terminate the engagement if the Advisory Experts refuse to perform their duties and responsibilities without reasonable grounds. Advisory Experts have the right to quit the engagement voluntarily.
